The Transportation Uniform Mitigation Fee (TUMF) Program ensures that new development pays its fair share for the increased traffic that it creates.
WRCOG administers the Transportation Uniform Mitigation Fee (TUMF) Program to ensure that new development pays its fair share for the increased traffic that it creates. The TUMF Program will raise over $3 billion for transportation projects in Western Riverside County.
The TUMF is an obligation that must be met on all new development in Western Riverside County. For some developments, the developer is exempt from paying TUMF, but where the local agency has determined that TUMF is due, a developer will need to pay their TUMF fees. These fees vary based on the land use type of the proposed development and its size. These factors influence how traffic will be increased due to development. The TUMF fee goes toward providing improvements to improve local traffic.
If you are required to pay TUMF, you should begin by filling out an application. Payments are made directly to Western Riverside Council of Governments. If your development is in the City of Perris, or Unincorporated County, those local agencies will collect payment and there is no need to fill out an application. Visit WRCOG’s Online Services to fill out an application.
Once the application is processed by your local agency, you will be able to pay by any of the below methods. In-person payments are accepted Monday – Thursday, 8 a.m. – 5 p.m.
- Pay via wire transfer or ACH
- Pay via credit card after applying through our online portal
- Pay by e-check after applying through hour online portal
- Mailing a check via the U.S. Postal Service Priority or Overnight option – envelopes are delivered directly to our secured mailbox. Do not request a signature.
- If delivering a check to WRCOG offices, please allow additional time for staff to process payments and issue a receipt.
WRCOG is designated as the program administrator for the TUMF Program. As administrator, WRCOG receives all fees generated from the TUMF as collected by the local jurisdictions. WRCOG invests, accounts for, and expends the fee in accordance with the TUMF ordinance, the administrative plan and applicable state laws.

WRCOG prepares updates to the TUMF Program Nexus Study and other documents related to the TUMF Program. The Nexus Study Update was recently approved on September 9th, 2024 by the WRCOG Executive Committee. The Nexus Study Update includes a revised fee schedules that will go into effect no earlier than April 1, 2025.

WRCOG develops and updates the Regional System of Highways and Arterials (RSHA) to identify the TUMF Network. The interactive TUMF Network provides member agencies and developers the opportunity to more easily determine whether its facilities are eligible for TUMF funding.
