Award Recognizes Regional Programs Advancing Clean Energy, Climate Resilience, and Sustainable Transportation
Riverside, CA – October 21, 2026 – The Western Riverside Council of Governments (WRCOG) has received a 2026 Beacon Leadership and Innovation Award from the Institute for Local Government (ILG), recognizing a coordinated portfolio of programs that helps communities across Western Riverside County save energy, strengthen climate resilience, and expand access to clean transportation.
The Beacon Leadership and Innovation Awards honor local governments and regional agencies that demonstrate leadership in sustainability, energy efficiency, and climate action. WRCOG earned the award for a coordinated regional approach that connects energy-efficiency programs, Energy Resilience Plan 2.0, and the Clean Cities Coalition. Together, these efforts help local governments turn regional goals into practical projects by providing technical assistance, planning resources, and opportunities for collaboration.
“Some of the biggest challenges facing our communities just can’t be solved by one city or agency at a time,” said ILG CEO and Executive Director Erica L. Manuel. “WRCOG have shown what’s possible when local governments come together, share resources and turn good ideas into action. We’re proud to recognize their leadership and the meaningful impact this collaboration is having across Western Riverside County.”
The award recognizes three complementary programs that deliver benefits across Western Riverside County. Inland Regional Energy Network helps public agencies, businesses, and residents identify energy-saving opportunities, improve building performance, and reduce energy costs. The Energy Resilience Plan 2.0 gives local governments a framework for preparing facilities and essential services for extreme weather and other climate-related disruptions. The Clean Cities Coalition supports cleaner vehicles, fuels, and transportation infrastructure. By aligning these programs, WRCOG helps communities reduce greenhouse gas emissions, pursue outside funding, modernize public infrastructure, support local economic development, and expand access to reliable, affordable, and cleaner energy and transportation options.
“This award highlights the power of regional collaboration and what we can achieve by working together,” said WRCOG Chair Jacque Casillas. “Through strong partnerships and shared resources, we are building more resilient, sustainable communities for generations to come.”
Administered by ILG, the Beacon Program recognizes California local governments that reduce greenhouse gas emissions, conserve resources, and build community resilience. The 2026 award highlights how WRCOG is using regional coordination to translate clean-energy and resilience goals into practical benefits for the communities they serve.
